OpenAI's 700W Broadcom-built inference ASIC, taped out November 2025 and designed in nine months with AI-generated kernels, posted SemiAnalysis-verified numbers of 1.5x to 1.9x more work per watt, 1.7x to 3.6x lower latency, and 104x token throughput per kilowatt against Blackwell and Rubin. Which four-bit format the default quantization tooling on the hub emits is a genuine competitive lever, and it is a defaults decision, not a policy decision.
