TL;DR

Agentic RL (training tool-using LLM agents with reinforcement learning) has a side effect: it inflates redundant tool calls and blurs the model's intrinsic knowledge boundary, so it stops distinguishing when a tool is actually needed from when its own parametric knowledge suffices. Reward-shaping fixes are too coarse and tend to incentivize indiscriminate tool suppression (reward hacking). AKBE probes the boundary directly with dual-path rollouts (with-tool and no-tool) during training, defines the knowledge boundary per instance (is a tool required, and what is the minimum number of calls), compares correctness across paths, and builds targeted supervision for each case. On seven QA benchmarks it lifts accuracy +1.85 on average while cutting tool calls 18%, a 25% gain in tool productivity with no accuracy-efficiency trade-off, and it is plug-and-play across RL algorithms.
